India and Russia on Wednesday (October 1, 2025) held the Sixth Special Mechanism Dialogue on Pakistan and Afghanistan in Moscow, highlighting their ongoing commitment to strengthening regional security under the framework of the India-Russia Special and Privileged Strategic Partnership.

The high-level consultations were led by Deputy National Security Advisor Pavan Kapoor from India and Deputy Secretary of the Russian Security Council Alexander Venediktov, according to the Embassy of India in Moscow.

The consultations also covered ongoing conflicts and issues of regional and international security,” the Indian Embassy posted on X.

India-Russia Security Dialogue: Context and Importance

The dialogue comes at a time when South Asia faces complex security challenges, particularly with instability in Afghanistan and cross-border issues involving Pakistan. For New Delhi, Afghanistan’s evolving political and security situation has long-term implications for regional stability, counter-terrorism, and connectivity.

Russia, which maintains significant influence in Central Asia and has historically engaged with Afghanistan, continues to see value in aligning with India to ensure peace, stability, and balanced regional strategies.

Strengthening Strategic Partnership

The latest meeting builds on recent high-level visits and discussions between the two nations. In August 2025, India’s National Security Advisor Ajit Doval met Russian First Deputy Prime Minister Denis Manturov in Moscow, where they discussed cooperation in military-technical fields and strategic sectors such as civil aviation, metallurgy, and chemical industries.

Doval also held talks with Russia’s Secretary of the Security Council, Sergei Shoigu, exploring ways to expand strategic ties, while also being received by President Vladimir Putin at the Kremlin. The Kremlin described those interactions as “constructive,” underscoring the depth of the long-standing partnership.

Multilateral Cooperation and Global Security

Both sides emphasized collaborative efforts in multilateral forums such as BRICS, SCO, and the UN, particularly in the context of addressing global security challenges. With the annual India-Russia Summit on the horizon, the dialogue in Moscow sets the stage for deeper coordination on both bilateral and regional issues.

The Special Mechanism Dialogue reflects a continuity of engagement between New Delhi and Moscow, ensuring that despite shifting global alignments, the partnership remains focused on tackling regional instability and advancing shared security objectives.

As Pakistan grapples with domestic political instability and Afghanistan continues to struggle under the Taliban regime, India and Russia’s dialogue reinforces their joint approach to counterterrorism, regional security, and peace-building efforts.
