In a significant step towards improving citizen-centric governance and ease of doing business, Union Minister of Labour and Employment Dr. Mansukh Mandaviya launched the Employee Enrollment Scheme (EES) 2025 on Saturday at Bharat Mandapam, New Delhi, marking the 73rd Foundation Day of the Employees’ Provident Fund Organization (EPFO).

According to the Ministry of Labour and Employment, the new scheme — effective November 1, 2025 — aims to enhance workforce formalisation, simplify employer compliance, and ensure that social security benefits reach every eligible worker in India.

The Ministry said the Employee Enrollment Scheme 2025 allows employers to avoid remitting the employee’s share of contribution if it was not deducted earlier. Instead of facing large penalties, they will pay a nominal penal damage of ₹100, encouraging voluntary compliance and inclusion of more workers under EPFO’s social security umbrella.
The initiative, officials said, is expected to bring lakhs of informal workers into the formal employment network while supporting employers with a simplified, technology-driven compliance process. Mandaviya: “Reforms Must Reflect Empathy and Efficiency”

Launching the scheme, Dr. Mansukh Mandaviya said the EPFO’s ongoing transformation must rest on three core principles — efficiency, transparency, and empathy.
“Every reform must reach workers in clear and simple terms so that the impact of change is felt directly in their lives,” the Minister emphasized.
He applauded EPFO’s contribution to India’s social security ecosystem and called for reforms that help the organisation set global standards as India moves toward the Viksit Bharat 2047 goal.

EPFO 3.0 and Digital Transformation on the Horizon
Ramesh Krishnamurthi, Central Provident Fund Commissioner, revealed that the upcoming EPFO 3.0 platform will further improve operational efficiency and accessibility for both employers and employees.
He highlighted initiatives such as the Centralised Pension Payment System, Aadhaar and Face Authentication, and the revamped ECR (Electronic Challan-cum-Return) system — all aimed at delivering seamless, tech-driven service.

Vandana Gurnani, Secretary, Ministry of Labour and Employment, said the EPFO is evolving into a citizen-centric organisation, aligned with the Prime Minister’s Viksit Bharat Rozgar Yojana, which targets the creation of 3.5 crore new jobs.
EPFO also signed MoUs with India Post Payments Bank (IPPB) for digital life certificate submissions and with the Government e-Marketplace (GeM) for data sharing, further expanding its digital ecosystem.
The Employee Enrollment Scheme 2025 marks another milestone in India’s journey toward inclusive growth, formal employment, and transparent governance, strengthening the nation’s social security network in the digital era.
