US to Rebuild CISA Amid Rising Cyber Threats:
The United States is preparing to rebuild its primary cybersecurity agency and significantly strengthen the country’s cyber defence capabilities as threats from foreign adversaries continue to increase.
Speaking before the House Appropriations Subcommittee on Homeland Security, Homeland Security Secretary Markwayne Mullin announced that the Trump administration intends to revamp the Cybersecurity and Infrastructure Security Agency (CISA), positioning it as the nation’s leading authority on cybersecurity.

CISA to Lead US Cyber Defence
During his testimony, Mullin said CISA will play a central role in protecting government networks, private businesses, and critical infrastructure from increasingly sophisticated cyberattacks originating from countries such as China, Russia, Iran, and North Korea.
“We have adversaries that are attacking not just our government, but attacking our businesses every single day,” Mullin told lawmakers, emphasizing that CISA has the legal authority and responsibility to coordinate national cybersecurity efforts.
Administration Plans Major Rebuild
Acknowledging that the agency had lost direction in recent years, Mullin said the administration is committed to restoring CISA’s effectiveness through new leadership and strategic recruitment.
According to the Homeland Security Secretary, the administration intends to appoint a new CISA director and recruit experienced cybersecurity professionals to rebuild the agency’s operational capabilities.
“We’re hiring the best people,” Mullin said, adding that the goal is to make CISA the country’s premier cybersecurity organization rather than settling for average performance.
Around 600 New Cybersecurity Experts to Be Recruited
Mullin revealed that the Department of Homeland Security believes CISA is currently operating at nearly half of its required workforce.
While he clarified that not every previous employee would return, he estimated that approximately 600 additional specialists would need to be hired to restore the agency’s full strength.
He also cautioned that rebuilding the organisation would not happen overnight, estimating that it could take roughly 12 months after the appointment of a new director to fully restore CISA’s capabilities.

Public-Private Partnership Essential
The Homeland Security Secretary stressed that cybersecurity cannot be handled solely by government agencies or private companies acting independently.
He urged stronger collaboration between federal authorities and major technology firms, arguing that companies such as Meta and Google face increasingly sophisticated state-sponsored cyber threats that require coordinated national responses.
According to Mullin, technology companies are effectively “fighting an army” when confronting foreign-backed cyber attackers, making government support essential.
Strengthening National Cyber Resilience
The proposed overhaul reflects the growing importance of cybersecurity in protecting national security, economic stability, and critical infrastructure. As cyberattacks become more frequent and sophisticated, the administration believes rebuilding CISA will strengthen the United States’ ability to detect, prevent, and respond to evolving digital threats while improving cooperation between the government and the private sector.
