India-Vietnam Defence Boost:

India and Vietnam have decided to significantly enhance defence cooperation and elevate their bilateral relations to an Enhanced Comprehensive Strategic Partnership, marking a major step forward in regional and global engagement. The decision was taken during high-level talks between Prime Minister Narendra Modi and Vietnam President To Lam in New Delhi on Wednesday.

Strengthening Defence Cooperation

Both leaders welcomed the steady progress in implementing Defence Lines of Credit extended by India, which have contributed to boosting Vietnam’s defence capabilities. They agreed to further expand defence systems procurement and deepen collaboration across a wide range of sectors.

Key areas of cooperation include joint military exercises, defence policy dialogue, co-production of defence technologies, naval and air force engagements, and capacity building. The partnership will also focus on maritime security, search and rescue operations, and information sharing—critical components for maintaining stability in the Indo-Pacific region.

Strategic Upgrade in Bilateral Relations

The elevation of ties reflects a shared vision of “strategic convergence and substantive cooperation.” The leaders reviewed the entire spectrum of bilateral relations and expressed satisfaction over growing engagement in both traditional and emerging sectors.

Vietnam’s President To Lam congratulated India on its economic growth and global initiatives, particularly its role in promoting multilateralism and cooperation among Global South nations.

Focus on Indo-Pacific Stability

A key highlight of the discussions was the emphasis on maintaining peace, stability, and freedom of navigation in the South China Sea. Both countries reiterated their commitment to resolving disputes peacefully in accordance with international law, especially the United Nations Convention on the Law of the Sea (UNCLOS).

They also called for the effective implementation of the Declaration on the Conduct of Parties (DOC) and early conclusion of a Code of Conduct (COC) in the region.

United Against Terrorism

India and Vietnam strongly condemned terrorism in all forms, including cross-border terrorism. The leaders emphasized zero tolerance and called for global cooperation to dismantle terror networks, disrupt financing, and bring perpetrators to justice through international frameworks such as the United Nations and the Financial Action Task Force (FATF).

Expanding Regional and Global Engagement

Vietnam welcomed India’s upcoming BRICS Chairmanship in 2026, while India reaffirmed support for Vietnam’s role as a BRICS partner country. The leaders also highlighted Vietnam’s importance in India’s Act East Policy and Indo-Pacific Vision.

Both nations reiterated their commitment to strengthening ASEAN-India relations and supporting ASEAN unity and centrality in regional architecture.

The upgraded partnership underscores the growing strategic alignment between India and Vietnam. With defence cooperation at its core, the relationship is set to play a crucial role in shaping security, economic growth, and stability across the Indo-Pacific region.
