Focus on Formal Employment
The PM-VBRY scheme has been designed to strengthen formal employment by offering direct financial incentives to first-time employees as well as employers generating additional jobs.
Under the scheme, first-time employees are eligible to receive incentives of up to ₹15,000, providing crucial financial support as they begin their professional careers. The initiative seeks to ease the transition into the workforce and encourage greater participation in formal employment.
At the same time, employers can receive incentives of up to ₹3,000 per month for each additional employee hired, creating a strong incentive for businesses to expand their workforce.
Special Support for Manufacturing Sector
Recognising the vital role of manufacturing in economic development and employment generation, the government has introduced additional benefits for employers in the sector.
Manufacturing companies can avail incentives under the scheme for a period of four years, while employers in other sectors are eligible for incentives for two years. The government believes this targeted approach will further strengthen India’s manufacturing ecosystem and generate large-scale employment opportunities.

The PM-VBRY scheme came into effect on August 1, 2025, with a total financial outlay of ₹99,446 crore.
The programme aims to facilitate the creation of more than 3.5 crore jobs over a two-year period. Of the total projected beneficiaries, approximately 1.92 crore individuals are expected to be first-time entrants into the workforce.
Officials believe the scheme can play a transformative role in expanding formal employment, improving social security coverage and supporting inclusive economic growth.
Supporting the Vision of Viksit Bharat
The government has described PM-VBRY as a key pillar of its broader vision of building a developed India through employment-led growth. By incentivising both workers and employers, the initiative seeks to ensure that the benefits of economic expansion translate into quality jobs, particularly for India’s youth.
The disbursement of ₹2,400 crore in incentives marks another significant milestone in the implementation of the scheme and reflects the government’s continued focus on job creation, workforce participation and economic empowerment.
With millions of beneficiaries expected to gain from the programme in the coming years, PM-VBRY is emerging as one of India’s most ambitious employment-generation initiatives.
