PM E-DRIVE
The Government of India has unveiled operational guidelines for the installation of nearly 72,300 public electric vehicle (EV) charging stations across the country under the PM E-DRIVE scheme. According to the Ministry of Heavy Industries, the move is aimed at accelerating EV adoption, boosting clean mobility, and ensuring wider access to charging infrastructure nationwide.

100% Subsidy for Govt Premises and Institutions
The guidelines outline a tiered subsidy framework to encourage participation from both public and private stakeholders. Government offices, residential colonies, hospitals, and educational institutions will be eligible for a 100% subsidy on both upstream infrastructure and EV charging equipment—provided they ensure free public access to the facilities.
High-Traffic Locations Get 70–80% Subsidy
For high-density public locations such as railway stations, airports, metro hubs, bus terminals, municipal parking lots, NHAI/state toll plazas, and fuel retail outlets of state-run oil companies, the government will provide:
1.80% subsidy on upstream infrastructure
2.70% subsidy on EV charging equipment
Similarly, shopping malls, markets, and roadside facilities along highways and expressways will qualify for an 80% subsidy on upstream infrastructure.
Battery Swapping Also Eligible
The Centre has also clarified that battery swapping and charging stations set up at any location will be covered under the scheme with 80% subsidy support on upstream costs.

BHEL to Oversee Nationwide Deployment
To ensure smooth rollout, Bharat Heavy Electricals Limited (BHEL) has been appointed as the Project Implementation Agency (PIA). Eligible government agencies will appoint nodal bodies responsible for aggregating demand, identifying high-priority sites, and submitting consolidated proposals via a dedicated portal.
The subsidy will be disbursed in two tranches, linked to compliance and performance benchmarks.
Focus on Urban Hubs and Transport Corridors
The scheme will initially prioritize cities with populations above one million, state capitals, smart cities, metro-linked satellite towns, and high-density transport corridors. This targeted approach aims to ensure maximum utilization of public charging infrastructure and support India’s transition toward electric mobility.

With 72,300 charging stations planned, the PM E-DRIVE initiative represents one of the largest EV infrastructure rollouts in the world. The guidelines mark a significant step in reducing range anxiety, enabling faster EV adoption, and achieving the government’s net-zero and clean transport goals.
