In a major step to modernize Digital Pension Processing System and provide relief to thousands of retired government employees, Manipur Governor Ajay Kumar Bhalla announced sweeping reforms on Saturday. Speaking after a high-level meeting at Raj Bhavan, Imphal, the Governor stressed that pension disbursal delays must be eliminated and called the welfare of retired staff “a top priority.”

Digital Pension Processing System to Replace Manual Processing

A central highlight of the reforms is the launch of the Online Pension Processing System (OPPS), designed to replace the current manual structure. The digital platform will allow complete online tracking and approval of applications—from Drawing and Disbursing Officers (DDO) to the Accountant General’s office and the Treasury.

According to officials, all supporting documents will be digitally signed, ensuring greater transparency, accountability, and speed. Pension applicants will be able to monitor the status of their cases through a unique Employee Identification Number (EIN).

Pension Processing One Year Before Retirement

Governor Bhalla also announced a critical reform—initiating pension processing one year before retirement. This proactive measure aims to minimize delays and ensure that retirees begin receiving pensions without long waiting periods.

Special Secretary (Finance) Neilenthang Telien presented a detailed roadmap for modernizing pension delivery during the meeting. Senior officials from the Treasury, AG Office, and the Pension Cell were also in attendance.

Clearing Backlogs Under President’s Rule

Governor Bhalla directed officials to clear existing pension backlogs immediately, emphasizing that pension is not a favor but a right earned through decades of service. “The welfare of retired employees must remain a top priority. Pension is not a privilege, but a right,” he said, highlighting his administration’s commitment under President’s Rule in the state.

This initiative is part of a broader welfare-driven approach by the Governor’s Secretariat since the imposition of central rule earlier this year.

Relief for Thousands of Retirees

The new OPPS system is expected to bring substantial relief to thousands of retired employees in Manipur who have been waiting months, sometimes years, for their dues. The digitization drive will also serve as a benchmark for other states looking to modernize their pension delivery mechanisms.

As Manipur transitions to this digital framework, experts believe the reforms will not only enhance efficiency but also set a new standard for transparent governance in India.
