India is hosting the 7th Meeting of the National Security Advisors (NSAs) of the Colombo Security Conclave (CSC) in New Delhi on Thursday, in a key regional engagement aimed at strengthening security cooperation in the Indian Ocean region.

National Security Advisor Ajit Doval is chairing the meeting, which brings together his counterparts from Maldives, Mauritius, Sri Lanka and Bangladesh. The Seychelles is participating as an Observer State, while Malaysia has been invited as a Guest.

According to a statement by the Ministry of External Affairs (MEA), the CSC was formed to promote closer cooperation between member states on vital security issues and to enhance regional stability in the wider Indian Ocean area.

Focus on Maritime Security, Terrorism, Cyber and Organized Crime at NSA meet

The 7th NSA-level meeting will review progress across multiple pillars of cooperation, including:

Maritime Safety and Security

Countering Terrorism and Radicalisation

Combating Transnational Organised Crime

Cyber Security and Protection of Critical Infrastructure

Humanitarian Assistance and Disaster Relief (HADR)

The discussions are also expected to finalise the Roadmap and Action Plan for 2026, shaping the next phase of collaborative initiatives under the CSC framework.

India–Bangladesh Security Dialogue on the sideline

Ahead of the conclave, Bangladesh’s National Security Advisor Dr Khalilur Rahman met with Ajit Doval in New Delhi on Wednesday.

According to media reports from Dhaka, the two sides discussed the work of the Colombo Security Conclave and key bilateral issues. During the meeting, Rahman also invited Doval to visit Bangladesh at a convenient time.

The visit takes place amid heightened political tensions in Bangladesh, including Dhaka’s renewed call for the extradition of former Prime Minister Sheikh Hasina following a recent verdict by the country’s International Crimes Tribunal.

Strengthening Regional Architecture in the Indian Ocean

The CSC has emerged as an important platform for regional security cooperation. The 6th NSA-level meeting was held in Mauritius in December 2023, and member countries met again in Sri Lanka in August 2024 during the signing ceremony of CSC’s founding documents.

Deputy National Security Advisers (DNSAs) of member states have also been meeting regularly, with the last such meeting held virtually in July 2024.

Over the past few years, India has hosted several CSC-related initiatives, including:

The First CSC Oceanographers and Hydrographers Conference, to share best practices on oceanography and hydrography

The Coastal Security Conference, highlighting the role of Coast Guards in coastal and offshore security

The third Maritime Law Workshop

Training programmes on investigating terrorism cases, counter-trafficking, organised crime and drug law enforcement

India’s Growing Role in Regional Security

By hosting the 7th NSA-level CSC meeting, India is reaffirming its role as a key security partner in the Indian Ocean region. The conclave is expected to deepen cooperation on shared threats and build a more coordinated regional response to emerging challenges in maritime security, cyber threats, terrorism and organised crime.
