The Election Commission of India (ECI) on Monday moved to quell speculation surrounding the delay in releasing voter turnout data for the first phase of the Bihar Assembly elections, asserting that the Commission “prioritises accuracy over haste” and that all data will be made public in due course.

The clarification came after opposition leaders and social media users raised concerns over the non-release of final turnout figures and alleged discrepancies between provisional and final data.

‘Accuracy Over Haste,’ Says Election Commission of India

Addressing the controversy, Election Commission of India sources said that the gender-wise voter turnout — showing the male-female participation ratio — is always shared only in the final report, not during provisional updates.

> “Provisional figures are often based on incomplete data and can distort public perception. The ECI always prioritises accuracy over haste,” the sources noted.

The Commission’s statement aligns with its decade-long drive for gender-balanced voting, which has led to higher female participation across several rural constituencies in Bihar and other states.

Security Deployment: ECI Rejects Allegations of Bias

Responding to claims of partisan policing during the first phase of polls, the ECI revealed that 80 per cent of the security forces deployed were from the Central Armed Police Forces (CAPF), ensuring neutrality and standardised operations across constituencies.

The remaining 20 per cent were drawn from State Armed Police (SAP) units from 24 states, including Jharkhand, Telangana, Kerala, Punjab, Himachal Pradesh, and Karnataka.

> “No single state dominates the deployment; logistics and availability guide allocations,” the ECI said.

This comprehensive security mix, involving over 85,000 personnel, maintained peaceful and incident-free elections, officials confirmed.

Observers and Oversight

In response to accusations of biased observer appointments, the Election Commission of India clarified that it deployed more than 500 observers, including general, police, and expenditure officers, drawn from across India.

These observers were selected independently of the ruling parties in their home states, ensuring neutrality and proportionality in election monitoring.

> “Proportional representation ensures checks and balances,” ECI sources stated, rejecting claims that the process favoured the NDA-led coalition.

Electronic Safeguards: Full Transparency with CCTV Monitoring

The Commission also reaffirmed 100 per cent CCTV functionality at all 25 strong rooms housing Electronic Voting Machines (EVMs) used in the first phase.

> “Minor glitches in 12 locations were rectified within hours,” the ECI said, adding that all footage is accessible to party agents and will be archived for 45 days as per protocol.

Officials emphasized that these robust measures guarantee transparency and public trust in the electoral process.
