In a major move to advance AI innovation for inclusive digital governance, the Ministry of Information & Broadcasting has launched “Kalaa Setu – Real-Time Language Tech for Bharat”, a nationwide challenge under its WaveX Startup Accelerator platform. The initiative calls on India’s top AI startups to develop real-time, scalable multimedia content generation tools capable of operating in multiple Indian languages.
🎯 Kalaa Setu: AI for Inclusive Communication
Kalaa Setu aims to enable real-time transformation of official information into:
- Text-to-Video explainers
- Text-to-Graphics infographics
- Text-to-Audio voice-based content
These solutions will help create hyper-localized, relatable, and accessible formats of governance-related information, enhancing communication with citizens across geographies, languages, and age groups.
From a farmer receiving climate alerts in Bengali, to a student understanding an exam update in Kannada, this AI-powered initiative ensures no citizen is left behind in the digital conversation.
💡 What Startups Need to Do
- Register on the WaveX Portal under “Kalaa Setu”
- Submit a Minimum Viable Concept (MVC) with a video demo by July 30, 2025
- Shortlisted entries will pitch to a national jury in New Delhi
🏆 Winning teams will receive:
- MoU for full-scale development
- Pilot support with AIR, DD, PIB
- Incubation under WaveX

Alongside Kalaa Setu, the government has also launched the “Bhasha Setu” Challenge—focused on real-time AI-based language translation.
