India recorded over 13.21 lakh crimes against women between 2021 and 2023, with Uttar Pradesh emerging as the state with the highest number of reported cases, the Union Ministry of Home Affairs informed the Rajya Sabha on Wednesday. The data, sourced from the National Crime Records Bureau (NCRB), highlights persistent challenges in tackling gender-based violence and crimes against children across the country.

In a written reply, Minister of State for Home Affairs Bandi Sanjay Kumar said that 1,321,745 cases involving women were registered nationwide during the three-year period — 4,28,278 cases in 2021, 4,45,256 in 2022, and 4,48,211 in 2023.

Top States with Highest Crimes Against Women

According to the figures presented in Parliament:

Uttar Pradesh: 1,88,207 cases

Maharashtra: 1,31,958 cases

Rajasthan: 1,31,246 cases

West Bengal: 1,05,313 cases

Madhya Pradesh: 95,780 cases

These states together accounted for a significant share of the national crime burden against women.

Major Crime Categories Dominate the Data

The NCRB report shows that several serious crime categories continued to dominate:

Cruelty by husband or relatives: 4,09,929 cases

Kidnapping and abduction: 2,49,284 cases

Assault with intent to outrage modesty: 2,56,435 cases

Rape: 92,863 cases

In addition, cases under Special and Local Laws, including the Dowry Prohibition Act and the Protection of Women from Domestic Violence Act, also recorded a steady rise during the three-year period.

Nearly 4.9 Lakh Crimes Against Children in Three Years

Crimes against children showed equally disturbing trends. Between 2021 and 2023, the country registered 4,89,188 cases of crimes against minors.

In 2023 alone, the highest numbers were reported from:

Madhya Pradesh: 22,393 cases

Maharashtra: 22,390 cases

Uttar Pradesh: 18,852 cases

Rajasthan: 10,577 cases

Bihar: 9,906 cases

States like West Bengal and Odisha also continued to report high volumes of child-related offences.

Madhya Pradesh Tops Three-Year Child Crime Totals

For the cumulative three-year period (2021–23):

Madhya Pradesh: 61,981 cases

Maharashtra: 60,413 cases

Uttar Pradesh: 54,372 cases

A substantial portion of these cases involved kidnapping and abduction, followed by offences under the Protection of Children from Sexual Offences (POCSO) Act.

Child Marriage Cases See Sharp Surge in 2023

One of the most alarming trends revealed in the report is the unprecedented spike in child marriage cases. Under the Prohibition of Child Marriage Act, cases rose sharply to:

2021: 1,050 cases

2022: 1,002 cases

2023: 6,038 cases

This sharp escalation in 2023 has raised serious concerns among child rights activists and policymakers.

Growing Concerns, Rising Responsibility

The latest NCRB-backed data underlines the urgent need for stronger law enforcement, faster justice delivery, and preventive social measures to curb crimes against women and children. While reporting has improved due to better awareness and digitisation, the sheer volume of cases reflects the scale of the challenge India continues to face.
