The Election Commission of India (ECI) on Tuesday announced remarkable progress in Phase II of the Special Intensive Revision (SIR) of electoral rolls, reporting 99.78% distribution of Enumeration Forms (EFs) across 12 states and Union Territories. The revision exercise, underway from November 4 to December 11, aims to ensure an accurate, updated, and inclusive electoral roll ahead of upcoming elections.

Widespread Field Mobilisation Leads to High Coverage

According to the ECI’s Daily Bulletin, a total of 50.85 crore EFs have been delivered out of 50.97 crore eligible electors, showcasing strong coordination between Booth Level Officers (BLOs) and Booth Level Agents (BLAs). This high distribution rate reflects not only organisational efficiency but also increased public participation in the verification process.

Digitisation Crosses 90% Mark

The Commission also highlighted significant progress in digitisation—an important step in ensuring seamless roll updates.

45.94 crore forms have already been digitised

Digitisation Rate: 90.14%

This rapid digitisation is expected to streamline verification, reduce errors, and allow early detection of duplicate or outdated entries.

Top Performers

Goa & Lakshadweep – 100% distribution

Andaman & Nicobar Islands – 99.99%

Madhya Pradesh – 99.93%

Rajasthan – 99.93%

West Bengal – 99.92%

Gujarat – 99.86%

Largest Electorate

Uttar Pradesh achieved 99.83%, covering over 15.41 crore voters.

Lower-End Performers

Kerala – 98.96%

Tamil Nadu – 99.45%

Puducherry – 99.65%

In West Bengal alone, 7.65 crore EFs have been distributed, with 97.34% digitised, according to the ECI.

Political Parties Urged to Boost Verification for SIR

The ECI has encouraged recognised political parties to appoint additional Booth Level Agents (BLAs) to accelerate the verification and digitisation process. Their participation remains crucial in cross-checking voter details and identifying discrepancies.

The Commission also noted that the figures for Rajasthan exclude the Anta Assembly constituency, where the revision work has been temporarily deferred due to a by-election.

As the deadline for Phase II nears, the Election Commission has reaffirmed its commitment to transparency and efficiency by continuing scheduled bulletins. The ongoing updates aim to keep stakeholders and the public informed about the progress of India’s largest electoral database overhaul.
