Golaghat, Assam | September 14, 2025 — Prime Minister Narendra Modi today inaugurated the much-awaited Assam Bioethanol Plant and laid the foundation stone of a modern Polypropylene Plant at Numaligarh Refinery Limited (NRL) in Golaghat. The initiatives, worth over ₹18,000 crore, aim to promote clean energy, create jobs, and strengthen Assam’s industrial growth.

Addressing a massive gathering, PM Modi extended greetings on the occasion of Sharodiya Durga Puja and paid tribute to Srimanta Sankardev. He called the event a “milestone in the journey towards a developed Assam and developed India.”
Clean Energy Push with Bamboo-Based Ethanol
The Prime Minister highlighted the Assam Bioethanol Plant, which will produce ethanol from bamboo. This, he said, will directly benefit farmers and tribal communities.
“Bamboo was once restricted by old laws, but today it is a source of prosperity,” Modi remarked, announcing an annual investment of ₹200 crore in the sector. Farmers will now receive direct support for bamboo cultivation, while small units for bamboo chipping will be set up to ensure steady supply.
Polypropylene Unit for Industrial Growth
Alongside the ethanol project, Modi laid the foundation stone of a polypropylene unit, crucial for manufacturing plastic products used in textiles, medical kits, automobiles, and packaging.
“This plant will be the foundation of ‘Make in Assam’ and ‘Make in India’,” Modi stated, adding that it would create jobs for youth and accelerate industrial growth.
Assam’s Role in Energy and Semiconductor Mission
PM Modi underlined that India needs two key strengths—energy and semiconductors—to become self-reliant. He revealed that a ₹27,000 crore semiconductor factory is already being built in Morigaon, Assam, making the state a hub of India’s semiconductor mission.

Empowering Assam’s Heritage and People
While promising rapid development, the Prime Minister also emphasized preserving Assam’s cultural identity, citing initiatives such as the renovation of Rang Ghar, the Maa Kamakhya Corridor, and the national recognition of Veer Lachit Borphukan.
He further assured welfare for tea garden workers, women, and children, highlighting ongoing projects for housing, water supply, and health care.
“Our mantra is Nagrik Devo Bhava. No poor person or region should be left behind,” Modi said.
A Vision for Developed Assam
Concluding his speech, PM Modi expressed confidence that Assam will soon become a major trade and tourism hub, with opportunities in energy, manufacturing, and culture.
Chief Minister Himanta Biswa Sarma and Union Ministers Sarbananda Sonowal and Hardeep Singh Puri were present at the event.
