The Ministry of Rural Development has signed five key Memorandums of Understanding (MoUs) to accelerate interventions under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM). The MoUs were inked with the National Institute of Rural Development and Panchayati Raj (NIRD&PR), Hyderabad and the State Rural Livelihoods Missions (SRLMs) of Andhra Pradesh, Bihar, Jharkhand, and Telangana.

Strengthening Rural Livelihoods Through Partnerships
The agreements, signed on September 19, 2025, mark a new phase of collaboration to empower Self-Help Groups (SHGs) and their federations. These states have already been recognized for pioneering digital innovations, with Bihar taking the lead in Food, Nutrition, Health, and WASH (FNHW) interventions.
Senior officials including Shri T.K. Anil Kumar, Additional Secretary (Rural Livelihoods), Ministry of Rural Development, and Dr. Vanishree Joseph, Director of the NRLM Resource Cell at NIRD&PR, participated in the signing ceremony. Representatives from the SRLMs, including Shri Ananya Mittal (Jharkhand), Shri Himanshu Sharma (Bihar), Smt. Karuna Vakati (Andhra Pradesh), and Ms. D. Divya (Telangana), also joined the event.
NIRD&PR’s Role as a National Hub
As part of the MoU, NIRD&PR will:
1.Build capacities of SRLM functionaries and community cadres.
2.Create a multi-thematic pool of resource persons.
3.Conduct induction and leadership training programs.
4.Document and disseminate best practices.
The institute will also extend technical and strategic support to strengthen community institutions, enhance livelihood opportunities, and deepen social inclusion across the four states. This partnership reaffirms NIRD&PR’s role as a national hub for knowledge, training, and innovation in rural development.

Digital Transformation with LokOS
The Ministry of Rural Development emphasized the role of National Resource Organizations (NROs), whose technical support has been instrumental in advancing LokOS—a digital platform developed to improve governance and streamline operations in SHGs.
LokOS aims to:
1.Enhance transparency and accountability.
2.Enable financial integration of SHGs.
3.Build self-reliant rural communities through technology-driven solutions.
By digitizing operations, the government hopes to empower women-led SHGs and make rural livelihoods more sustainable.
A Step Towards Inclusive Rural Growth through DAY-NRLM
The DAY-NRLM mission continues to be one of India’s most significant programs for poverty reduction and women’s empowerment. The latest MoUs will not only promote digital innovation but also address critical needs in health, nutrition, and sanitation in rural communities.
With strong institutional support from NIRD&PR and state missions, the Ministry aims to scale up successful models from these four states to other parts of India, ensuring self-reliance and inclusive growth in rural India.
