India–Nepal will begin their 9th Annual Coordination Meeting of border guarding forces on Wednesday, marking the first high-level engagement since the Gen Z-led protests that shook Kathmandu in September 2025.

The three-day meeting, scheduled from November 12 to 14, brings together top officials from India’s Sashastra Seema Bal (SSB) and Nepal’s Armed Police Force (APF) to strengthen security cooperation and streamline intelligence sharing along the open Indo-Nepal border.

India-Nepal High-Level Border Dialogue Resumes
According to the SSB, the Indian delegation will be led by Director General Sanjay Singhal, while Inspector General Raju Aryal will head the Nepalese side.
The agenda focuses on curbing trans-border crimes, enhancing real-time intelligence exchange, and improving joint patrolling and coordination mechanisms. Officials said the meeting will also address new challenges emerging from increased cross-border movement and trade disruptions caused by the recent protests.
> “Both sides aim to enhance communication and coordinated border management practices to ensure peace and stability along the Indo-Nepal frontier,” the SSB said in an official statement.
The last coordination meeting between the two forces took place in November 2024 in Kathmandu.
Post-Protest Context: Economic and Political Impact
The talks come at a critical time for Nepal, still reeling from the economic and social aftershocks of the September Gen Z protests, which erupted over rising unemployment, inflation, and governance concerns.
The demonstrations turned violent, leading to widespread destruction of property and infrastructure.
According to government estimates, public infrastructure losses exceed NPR 100 billion, while private sector damages are over NPR 80 billion.
Nepal’s interim Prime Minister Sushila Karki, who took office in October, has pledged to hold free and fair general elections by March 5, 2026, aiming to restore stability and public trust.

Strategic Significance of the Border Talks
India’s Sashastra Seema Bal guards the 1,751-kilometre-long open Indo-Nepal border, which allows unrestricted movement for citizens of both countries. The SSB also manages the 699-km-long India-Bhutan border, maintaining security while facilitating trade and cultural exchange.
The open border system—one of the unique features of India–Nepal relations—has historically symbolized mutual trust and friendship. However, the recent protests and rising cross-border smuggling and trafficking concerns have highlighted the need for stronger surveillance and coordination frameworks.
The ongoing meeting is expected to finalize standard operating procedures (SOPs) for faster data sharing and intelligence updates between SSB and APF field units.
