Bihar Election 2025: Record 64.66% Turnout Wins Global Praise for India’s Transparent Democracy

The world’s largest democracy once again captured global admiration as Bihar Election 2025 recorded a historic 64.66% voter turnout in the first phase of Assembly elections, the highest since 1951, according to the Election Commission of India (ECI).

A group of 16 international delegates from Indonesia, South Africa, the Philippines, Colombia, Thailand, and Belgium witnessed the polling process under the International Election Visitors Programme (IEVP) — lauding India’s transparent, tech-driven, and participatory democracy.

Historic Turnout in Bihar’s First Phase

Chief Election Commissioner Gyanesh Kumar hailed the turnout as “historic,” thanking the electors for their enthusiasm and trust in the ECI. “The people of Bihar have set an inspiring example of democratic participation,” he said, commending the poll officials for conducting free and transparent elections.

According to ECI data, the first phase covered 121 Assembly constituencies across 18 districts, with over 3.75 crore eligible voters. A total of 1,314 candidates — including 122 women — contested the polls.

By 8.15 p.m. on Thursday, the turnout reached 64.66%, surpassing the 2020 figure of 56.1%, 2015’s 55.9%, and 2010’s 52.1%. Districts like Muzaffarpur (70.96%), Samastipur (70.63%), and Begusarai (68.26%) reported the highest participation.

International Delegates Laud India’s Electoral Model

The visiting delegates, representing election bodies and embassies from six countries, observed multiple polling stations and technologies — from voter facilitation systems to real-time webcasting.

Idham Holik, Commissioner at Indonesia’s Komisi Pemilihan Umum (KPU), described the experience as “very inspiring.”

“Everyone could see that the elections were free and fair. India truly is the land of democracy,” he remarked.

Mashudubele Sedula Mamabobo from the Embassy of South Africa praised India’s digital electoral infrastructure:

“We learned so many things to share in South Africa. The use of technology here is far ahead of our paper-based system.”

Similarly, Rogelio B. Silva Jr. of the Philippines Embassy lauded the ECI’s “excellent arrangements” and the “blend of innovation and technology that makes voting easier.”

IEVP: India’s Global Electoral Showcase

The International Election Visitors Programme (IEVP) — launched by the ECI in 2014 — serves as India’s flagship initiative for global cooperation with Election Management Bodies (EMBs) and international democratic institutions.

Through the programme, India demonstrates its operational scale, transparency, and integrity while fostering mutual learning with partner nations. The Bihar elections provided a live example of how the ECI combines tradition, technology, and trust to conduct free and fair polls.

Bihar Election 2025: Security & Polling Management

Over 15 battalions of police and paramilitary forces were deployed across 18 districts to ensure peaceful voting, with special attention to sensitive and Naxal-affected regions.
More than 45,000 polling stations — including 926 managed by women and 107 managed by persons with disabilities — showcased India’s inclusive approach to democracy.

For the visiting observers, Bihar’s polls became more than an electoral exercise — it was a demonstration of India’s commitment to transparency, inclusion, and innovation.
As one delegate summed up, “India has turned its elections into a celebration of democracy for the world to learn from.”
