What the BJP Directive Says

According to an official notice signed by Office Secretary Shiv Shakti Nath Bakshi, all BJP MPs in the Lok Sabha and Rajya Sabha have been instructed to ensure their uninterrupted presence throughout the three-day session.

The directive clearly states that attendance is mandatory and no leave will be granted. It also specifically calls upon Union Ministers to remain present in the House during the entire duration of the session.

Why This Session Is Important

The special session, beginning April 16, comes after a brief break in the Budget Session. Both Houses of Parliament are expected to deliberate on key legislative proposals, including major reforms related to governance and electoral processes.

One of the most anticipated items on the agenda is the Women’s Reservation Bill, also known as the Nari Shakti Vandan Adhiniyam. The bill proposes 33 per cent reservation for women in the Lok Sabha and State Assemblies and is expected to spark intense debate.

What Is a Three-Line Whip?

In parliamentary procedure, a three-line whip is the strictest directive issued by a political party to its legislators. It requires members to be present in the House and vote according to the party’s position.

Failure to comply with such a whip can lead to serious consequences, including disciplinary action and, in extreme cases, disqualification from the party.

Political Significance

The issuance of the whip highlights the high-stakes nature of the upcoming session. With the government aiming to push through key legislation, full attendance of ruling party MPs becomes crucial to ensure smooth passage of bills.

At the same time, the opposition is expected to mount strong resistance on several issues, setting the stage for heated discussions and possible voting showdowns in Parliament.

As political activity intensifies in New Delhi, the April 16–18 session is shaping up to be a critical phase in the legislative calendar, with far-reaching implications for governance and policy reforms in the country.
