India to Convene Global South Biosecurity Conference:
India will host a major international conference next week to commemorate the 50th anniversary of the Biological Weapons Convention (BWC), bringing together senior representatives from more than 80 countries of the Global South to address evolving challenges in biosecurity, biosafety, and emerging biological technologies.

The two-day event, scheduled for December 1–2 at Sushma Swaraj Bhawan in New Delhi, will gather a wide spectrum of participants including scientists, diplomats, policymakers and global experts from multilateral institutions.

India Reaffirms Commitment to Disarmament & Non-Proliferation
Announcing the preparations, MEA spokesperson Randhir Jaiswal wrote on X (formerly Twitter):
“Only six days to go! In line with India’s strong commitment to disarmament and non-proliferation, @MEAIndia is organising an international conference to commemorate the 50th anniversary of the Biological Weapons Convention (BWC): 50 Years of BWC: Strengthening Biosecurity for the Global South, 1–2 December 2025.”
He confirmed that experts from more than 80 Global South nations and representatives of international organisations will participate in the event.
India is among the 189 States Parties to the BWC and has repeatedly emphasised the need for robust global frameworks to prevent the development and misuse of biological weapons.
Focus on COVID-Era Lessons & Emerging Risks
Officials said the conference aims to reflect on how the BWC has supported international peace and security over the past five decades, while also reviewing post-COVID-19 global health governance and rising concerns surrounding bio-threats.
Key sessions will examine:
1.Complementarities between the BWC and export-control regimes like the Australia Group
2.Strengthening international cooperation against misuse of biological agents
3.Enhancing biosecurity resilience across developing nations
A major focus will be addressing the disproportionate vulnerabilities faced by the Global South, driven by rapid urbanisation, limited public-health systems, and growing zoonotic risks.

One Health Approach & Technology Oversight
Panels will highlight gaps in regional preparedness and emphasize the importance of the One Health approach, integrating human, animal and environmental health to tackle complex biological threats.
Experts will also discuss rapid advances in:
Synthetic biology
Artificial intelligence
Gene-editing technologies
While these innovations support disease surveillance and emergency response, they also pose risks of misuse by non-state actors, requiring stronger oversight and responsible innovation norms.
Outcome & Expected Impact
Deliberations are expected to produce policy recommendations aimed at:
Strengthening global implementation of the BWC
Enhancing international partnerships in biosecurity
Supporting the Global South in capacity building
Officials said India hopes the conference will become a platform for practical cooperation and reinforce the global consensus against the development and use of biological weapons.
