Uttarakhand Budget 2026:

The government of Uttarakhand on Monday presented a Rs 1.11 lakh crore budget for the financial year 2026–27, prioritising welfare for the poor, youth empowerment, farmer support, and women’s development under the “GYAN” model.
Chief Minister Pushkar Singh Dhami, who also holds the finance portfolio, presented the budget on the opening day of the Assembly’s Budget Session at the Vidhan Bhavan in Gairsain, the summer capital of the hill state.

The budget session of the Uttarakhand Legislative Assembly will continue from March 9 to March 13.
Dhami said the government’s development strategy is based on four pillars: Garib Kalyan (welfare of the poor), Youth empowerment, Annadata (farmers) support, and Nari Shakti (women empowerment).

“Our goal is to build a prosperous, empowered and self-reliant Uttarakhand by connecting every citizen with the mainstream of development,” the Chief Minister said while presenting the budget.

Welfare Measures for the Poor

Under the Garib Kalyan component of the GYAN model, the government has allocated substantial funds to welfare and housing schemes.
A provision of ₹1,300 crore has been made for the Annapurti Scheme, aimed at ensuring food security for economically weaker families.
The budget also includes allocations for housing under the Pradhan Mantri Awas Yojana:
₹298.35 crore for the rural component
₹56.12 crore for the urban component
Additionally, ₹25 crore has been earmarked for housing support to Economically Weaker Sections (EWS), while ₹43.03 crore has been allocated as cooking gas subsidy to reduce the financial burden on poor households.
The government has also allocated ₹167.05 crore for various pension schemes, including Divyang and welfare pensions, along with ₹25 crore for the rehabilitation of families affected by natural disasters.

Major Focus on Youth Employment and Skills

The “Y” in the GYAN framework stands for youth development. The state government announced several initiatives to boost employment and entrepreneurship among young people.
A budget of ₹60 crore has been allocated for the Chief Minister Self-Employment Scheme, aimed at encouraging start-ups and small businesses.
Another ₹10 crore has been set aside for the Migration Prevention Scheme to generate employment in rural areas and reduce outmigration.
For skill development, ₹62.29 crore has been allocated to the Pandit Deendayal Upadhyay Grameen Kaushalya Yojana, which provides vocational training to rural youth.

Support for Farmers and Agriculture Sector

Under the Annadata pillar, the government announced several initiatives to strengthen agriculture, livestock and fisheries.
Key allocations include:

• ₹39.9 crore for the Trout Promotion Scheme
• ₹42 crore for the Mission Apple programme
• ₹32 crore for milk price incentives for dairy farmers
• ₹20 crore for the Chief Minister State Agriculture Development Scheme

The government has also allocated ₹160.13 crore under the Pradhan Mantri Matsya Sampada Yojana to boost fisheries and ₹12 crore for the Millet Mission to promote traditional grains.

Women Empowerment and Gender Budget

The state government introduced a gender budget to promote women’s empowerment and equality.
An allocation of ₹19,692.02 crore has been earmarked for women-centric initiatives in the financial year 2026–27.
Additionally, ₹112.02 crore has been allocated under the Nirbhaya Fund to enhance women’s safety measures across the state.

Infrastructure, Tourism and Technology Push

The budget also outlines several initiatives to strengthen infrastructure, tourism and technological development.
The government proposed ₹1,027 crore as infrastructure support for the upcoming Kumbh Mela, while ₹100 crore has been allocated for tourism infrastructure development.
Other key provisions include:

• ₹400 crore for pothole-free roads
• ₹10 crore each for Haridwar and Rishikesh Ganga Corridor Projects
• ₹15 crore for cybersecurity systems
• ₹10.5 crore for artificial intelligence and emerging technologies

The budget also includes ₹10 crore for developing a Spiritual Economic Zone and additional funds for cultural tourism and community infrastructure.
