NAKSHA Programme: Govt Trains 100+ District Collectors for Landmark Urban Land Record Overhaul

NAKSHA Programme:

The Department of Land Resources (DoLR), in partnership with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), has launched a two-day national workshop to train District Collectors on the upcoming NAKSHA programme — a flagship initiative designed to modernize urban land record management through cutting-edge geospatial technology.

Held from October 27–28 at LBSNAA’s B. N. Yugandhar Centre for Rural Studies (BNYCRS), the workshop gathers District Magistrates and senior officers from 28 states and three Union Territories to prepare for the nationwide rollout of the National Geospatial Knowledge-based Land Survey of Urban Habitations (NAKSHA).

Empowering District Administrations with Geospatial Technology

The NAKSHA programme aims to bring accuracy, transparency, and efficiency to India’s urban land management system by leveraging Web-GIS mapping, drone surveys, and digital data integration.

Dr. Bagadi Gautham, Director of BNYCRS, inaugurated the workshop, followed by a keynote address by Manoj Joshi, Secretary, Department of Land Resources. Kunal Satyarthi, Joint Secretary, DoLR, provided an overview of the initiative, highlighting how the project will streamline data acquisition, property mapping, and governance at the local level.

S. K. Sinha, Additional Surveyor General of India, led technical sessions on workflow and data acquisition models, focusing on practical applications of geospatial data for district-level administration.

Live Demonstrations and State Best Practices

A major highlight of the workshop was the live demonstration of the NAKSHA Web-GIS portal, developed by MPSEDC, showcasing its real-time digital mapping and land survey features.

Officials from Gujarat, Andhra Pradesh, Karnataka, Kerala, Assam, and Madhya Pradesh shared their success stories and best practices in modernizing land record systems, offering valuable lessons for the pilot implementation phase of the NAKSHA initiative.

Sessions on administrative and legal frameworks were led by N. K. Sudhanshu, Director General of YASHADA, and S. Chockalingam, CEO, Maharashtra, emphasizing governance, policy reforms, and data validation processes essential for the rollout.

The workshop will conclude with a ground-truthing demonstration by the Survey of India, illustrating the integration of on-field survey data with digital GIS systems — a key step towards ensuring authentic and verifiable urban land records.

Towards a Digitally Empowered Land Governance System

Through this intensive workshop, District Collectors are being equipped with technical, administrative, and legal know-how to lead the nationwide transformation of land records. The NAKSHA programme represents a major step towards Digital India’s vision of transparent, data-driven urban governance.
