Kerala Signs Rs 2000 Cr MoUs for Vizhinjam Port:

In a strategic move to strengthen maritime infrastructure, the Kerala government on Monday signed Memoranda of Understanding (MoUs) worth ₹2,000 crore with three Central Public Sector Undertakings (PSUs) to develop an integrated logistics ecosystem at the Adani Vizhinjam International Seaport.

The agreements were formalised in the presence of Chief Minister Pinarayi Vijayan at the Legislative Assembly complex. The initiative aims to transform Vizhinjam from a transshipment terminal into a diversified maritime and logistics hub under a calibrated public-private partnership (PPP) model.

PSU-Led Logistics Integration Plan

The partnership involves state-owned Vizhinjam International Seaport Limited (VISL) and three major Central PSUs:
• Indian Oil Corporation Limited (IOCL)
• Container Corporation of India (CONCOR)
• Central Warehousing Corporation (CWC)

The Kerala government’s strategy is to embed critical services such as bunkering, rail-linked cargo movement, and warehousing within the public sector framework. This approach aims to prevent concentration risks in cargo handling while ensuring competitive pricing for trade stakeholders.

₹700 Crore Bunkering Facility by IOCL

IOCL will invest ₹700 crore to establish large-scale bunkering facilities capable of servicing mother vessels docking at Vizhinjam. The project is expected to position the port as a key refuelling hub along major Indian Ocean trade routes.
Officials believe the bunkering infrastructure will generate significant ancillary revenue and enhance the port’s strategic maritime importance.

Rail Connectivity & Inland Depots by CONCOR

CONCOR will invest ₹600 crore to develop Inland Container Depots (ICDs) and Container Freight Stations (CFS). These facilities will strengthen rail connectivity between Vizhinjam and the national hinterland.
The improved evacuation infrastructure is expected to reduce cargo transit time, streamline container movement, and enhance trade efficiency.

₹700 Crore Multi-Modal Logistics Park by CWC

CWC will invest the remaining ₹700 crore to develop a multi-modal logistics park spread across nearly 50 acres. The park will include:

• Cold storage facilities
• Export-oriented units
• Integrated warehousing infrastructure

Importantly, officials clarified that the structure of these MoUs entails no direct financial liability for the Kerala state exchequer.

Strategic Maritime Ambition

With this integrated logistics blueprint, Kerala is seeking to build connectivity depth around Vizhinjam and establish itself as a competitive maritime gateway in the region.
The move reinforces the state’s ambition to expand beyond transshipment operations and develop a comprehensive logistics and maritime services ecosystem.

The MoU signing ceremony was attended by senior ministers and top executives from the participating PSUs.
