India-Vietnam Defence Ties:

India’s Defence Minister Rajnath Singh met with his Vietnamese counterpart, General Phan Van Giang, in Kuala Lumpur, Malaysia, on Saturday. The bilateral meeting took place on the sidelines of the 19th ASEAN Defence Ministers’ Meeting (ADMM) and just ahead of the 12th ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus), a key regional security dialogue.

India-Vietnam Defence Partnership in Focus

During the meeting, both leaders reviewed ongoing defence cooperation and explored avenues to further strengthen strategic and security ties between India and Vietnam. Singh expressed satisfaction with the discussions, sharing on X (formerly Twitter):

> “Happy to have met the Defence Minister Phan Van Giang in Kuala Lumpur.”

India and Vietnam share a longstanding defence partnership rooted in mutual trust and regional stability. Both nations collaborate in areas such as defence training, capacity building, and maritime security under India’s Act East Policy and Indo-Pacific vision.

Key Bilateral Engagements in Kuala Lumpur

Before his meeting with Gen. Phan Van Giang, Rajnath Singh also held talks with Malaysia’s Defence Minister Dato’ Seri Mohamed Khaled Nordin on Friday. The two leaders discussed new opportunities to enhance bilateral defence cooperation, focusing on joint exercises, technology sharing, and defence industry collaboration.

> “Had a very good conversation with the Defence Minister of Malaysia, Dato’ Seri Mohamed Khaled Nordin in Kuala Lumpur. Discussed ways to further strengthen the India–Malaysia defence partnership,” Singh stated on X.

India-Vietnam Defence Ties Ministers’ Informal Meeting

The visit also coincided with the second edition of the ASEAN-India Defence Ministers’ Informal Meeting, chaired by Malaysia. Defence Ministers from all ten ASEAN member states and India are participating in the meeting, which aims to deepen regional security cooperation and reinforce India’s Act East Policy.

According to the Ministry of Defence, the ADMM and ADMM-Plus forums provide a platform for constructive dialogue on defence and strategic issues among ASEAN nations and their dialogue partners, including India, the US, China, Japan, and Australia.

Strengthening Global Partnerships: US-India Defence Framework

On the sidelines of the ASEAN meetings, Singh also met US Secretary of War Pete Hegseth in Kuala Lumpur on Friday. The two leaders signed a landmark 10-year “Framework for the US–India Major Defence Partnership”, marking a new phase in the countries’ strategic cooperation.

> “We signed the 10-year Framework for the US–India Major Defence Partnership. This will usher in a new era in our already strong defence partnership,” Singh wrote on X.

The new framework will guide bilateral cooperation across the defence spectrum — from technology transfer and joint production to strategic coordination in the Indo-Pacific.

India’s Expanding Strategic Footprint

Rajnath Singh’s multi-nation engagements in Kuala Lumpur highlight India’s proactive role in regional security and its commitment to strengthening strategic partnerships with ASEAN nations. These meetings reflect New Delhi’s focus on deepening defence ties, promoting peace, and ensuring a free, open, and rules-based Indo-Pacific region.

Singh’s visit underscores India’s growing influence and sustained diplomatic efforts to enhance collaboration through multilateral forums like ADMM-Plus.
