Promoting Equal Participation and Social Dignity
Addressing the ceremony, President Murmu emphasised that persons with disabilities—referred to as Divyangjan in India—deserve equal opportunities across all areas of life. She highlighted that their meaningful participation is essential for true national progress.
> “Persons with disabilities deserve equality. Ensuring their equal participation in the development of society and the country is the responsibility of all stakeholders and should not be viewed as an act of charity,” the President said.
She stressed that a society can be considered developed only when Divyangjan participate equally in every sector, reinforcing the need for inclusion beyond symbolic gestures.
Theme for 2025: Disability-Inclusive Societies
This year’s United Nations theme, “Fostering disability-inclusive societies for advancing social progress,” was described by the President as timely and forward-looking. She noted that India is steadily transitioning from a welfare-based approach to a rights-based and dignity-focused model that enables independence.
Government Measures and Institutional Enhancements
Highlighting initiatives undertaken in recent years, President Murmu said that the government is continuously strengthening the support ecosystem for Divyangjan. These efforts include:
1.Major Steps to Strengthen Disability Support in India
2.Establishment of national institutions for Indian Sign Language research, mental health rehabilitation, and sports training
3.Millions of Unique Disability ID (UDID) cards issued, improving access to schemes and benefits
4.Expansion of training, employment, and education-based opportunities
5.Development of accessible technology and assistive devices
> “The inclusion of Divyangjan is a vital part of India’s development journey,” she added, noting that the use of the term “Divyangjan”, officially adopted in 2015, reflects national respect for their abilities and contributions.
