Tripura Chief Minister Dr. Manik Saha on Monday announced that the state has achieved a remarkable milestone by ranking 7th in the Panchayat Devolution Index 2025, released by the Union Ministry of Panchayati Raj. This marks a sharp rise from the 13th position in 2015, positioning Tripura as the only Northeastern state in the top 10.

Panchayats in Tripura Achieves ranks in Panchayat Devolution Index 2025

According to the Panchayat Devolution Index, Panchayats across Tripura have performed impressively:

1.42 Panchayats achieved Grade-A

2.728 Panchayats secured Grade-B

3.406 Panchayats received Grade-C

4.No Panchayat fell under Grade-D

CM Saha said this success reflects the state’s emphasis on accountability, transparency, and people-centric rural governance.

Union Government’s Recognition

The detailed report, titled “Status of Devolution to Panchayats in States – An Indicative Evidence Based Ranking”, was released in Delhi by Union Minister of State for Panchayati Raj S.P. Singh Baghel. The Index evaluates financial, functional, and administrative devolution of powers to Panchayats across all states.

Tripura’s inclusion highlights its effective grassroots governance and ability to implement government schemes.

CM Saha’s Vision for Rural Development

The Chief Minister emphasized the importance of empowered Panchayats in driving rural development.

> “Around 60–70% of Tripura’s population lives in rural areas. Their economic growth directly impacts the state’s GDP and per capita income. We must strengthen villages with better infrastructure, education, healthcare, and clean drinking water to achieve holistic development,” Saha stated.

He also said that transparency is the biggest weapon in governance, cautioning against misuse of Panchayats as “political hubs,” a reference to the previous Left regime.

A Strong Pillar of Democracy

The three-tier Panchayat system—Gram Panchayats, Panchayat Samitis, and Zila Parishads—has been described by CM Saha as the “base of democracy.” He said that central and state schemes such as Jal Jeevan Mission, PM Awas Yojana, and health initiatives are reaching villages effectively only because of strong Panchayat structures.

The programme was attended by Panchayat Minister Kishor Barman, Panchayat Secretary Abhishek Singh, Director Prasun Dey, and several other officials.
