The Enforcement Directorate (ED) on Tuesday raided the residence of Aam Aadmi Party (AAP) leader and former Delhi health minister Saurabh Bharadwaj in connection with an alleged ₹5,590 crore hospital construction scam.

According to officials, ED is carrying out search operations under Section 17 of the Prevention of Money Laundering Act (PMLA), 2002 at nearly 13 locations across Delhi-NCR, including the homes and offices of private contractors associated with the projects.

Background of the Hospital Scam

In 2018-2019, the AAP-led Delhi government approved projects worth ₹5,590 crore for the construction of 24 hospitals (11 greenfield and 13 brownfield). These hospitals, including ICUs, were supposed to be completed within six months, but even after three years, most projects remained incomplete.

Despite this delay, reports claim that 50% of the sanctioned funds were already utilized, raising suspicions of financial mismanagement.

Previous Investigations

The Anti-Corruption Branch (ACB) of Delhi had earlier flagged serious irregularities, pointing towards astronomical cost overruns and inexplicable project delays. These findings formed the basis for the ED’s probe.

ED sources suspect that the alleged scam was orchestrated to benefit Bharadwaj and other officials, with possible large-scale financial embezzlement involved.

Political Reactions

While AAP leaders have yet to issue a detailed statement, opposition parties have seized the moment, accusing the Delhi government of mismanagement and corruption in healthcare projects.

The ED probe continues, and further revelations are expected as the investigation deepens.
